The Chinese side strongly opposes the dumping of seamless oil well pipes that have been added to China

According to the Ministry of Commerce, on August 13, 2007, the Canadian Border Service Agency initiated an anti-dumping anti-subsidy merger investigation on seamless oil well pipes exported from China. Recently, the Canadian side made dumping and subsidy final rulings on the case, and found that the industry involved in the case was a non-market economy and ruled high anti-dumping and countervailing duties. Wang Xinpei, a spokesperson for the Ministry of Commerce of the People's Republic of China, stated that the Chinese government and industry strongly oppose the outcome of the final ruling.

The relevant departments of the Chinese government and responding companies gave full cooperation to the Canadian government’s investigation in this case. The large amount of evidence provided by China in the questionnaire survey and on-site review proves that China's seamless oil well pipe industry is a highly competitive industry. Enterprises operate under market economy conditions. The government neither interferes with the company's daily operations nor determines market prices. . Canada’s determination that the industry is a non-market economy industry has no factual basis and does not comply with the relevant provisions of Canadian domestic law. It is totally wrong. Secondly, while Canada uses alternative data to calculate dumping margins, it also imposes countervailing duties. There are obviously duplicate issues that are not allowed by the WTO rules and Canadian domestic laws. In addition, the Canadian side still has other serious mistakes in the calculation of anti-dumping duties and countervailing duties, artificially driving up the dumping and subsidy margins of Chinese companies, and seriously undermining the interests of Chinese companies.

China hopes that the Canadian International Trade Tribunal can make a fair and just damage final ruling. China will pay close attention to the progress of the case and take measures to actively safeguard the legitimate rights and interests of Chinese companies.
